Answer: No, there is not a hole in the center. It would not be difficult to drill one, though. The cylinders are rather stiff. -

Answer: I have used the cylinders with the hot peppers and they definitely do deter the squirrels but still attract the other birds. Our squirrels seem to be very patient though because when I put one of the other cylinders out like the nuts and bugs just for variety to attract other birds, they are back!
